403 trying to access RS web service

Just installed SRS on a remote server. Tried to access the web service at
http://<IP>/reportserver/reportservice.asmx and get 403 - Forbidden.
When the system is installed, anonymous is turned off. When I turn it on I
still get 403 - Forbidden.
Thoughts?
TIA.Damned I.S. guys had IIS configured to disallow all clients except local.
